Devereux Meadow Park - Draft Concept Plan Survey

We want to hear from you on the proposed Devereux Meadow Park draft concept plan!  

The Devereux Meadow Park design team has recently prepared a draft concept plan for the proposed new park.  Raleigh Parks would like the public’s feedback to this design.  If you have watched the concept design video, we ask that you watch the video before taking the survey.

The proposed Devereux Meadow Park site in located north of downtown Raleigh, at the intersection of Capital Boulevard and Peace Street.  This photo, facing north, shows the outline of the project site with Capital Boulevard to the right and Peace Street along the bottom. 

 

 

This 14-acre site, formerly the site of the Devereux Meadow baseball stadium, is now used as a City of Raleigh maintenance facility.  The main natural feature of the existing site is a stream known as Pigeon House Branch, flowing along the western edge of the property.  Based on an overall park vision at this site over a decade in the works, the project scope is to transform the entire site to a new park composed of paths and trails, gathering spaces, natural areas, and a restored Pigeon House Branch.  The future park will also have opportunities for public art and environmental and historical interpretation.

Devereux Meadow Park is intended to be a passive park.  Passive parks have more of an emphasis on natural resources and elements such as trails, gathering areas, and overlooks - as opposed to active parks, which have more of an emphasis on sports and recreation.

Last year, three different design alternatives were presented to the public for feedback.  Based on that collected feedback, a park design vision was produced to capture the input received to-date.

Devereux Meadow Park - Concept Design Vision

The concept design is defined by the restoration, daylighting, and meandering of Pigeon House Branch, creating different programmatic and environmental niches throughout the site.  The design offers:

  • An escape to nature within the city
  • Celebration of water and our native plant communities.
  • Diversity of experiences, from social gathering spaces to places for individual reflection and respite.
  • Interpretive elements that honor the site and surrounding area’s rich past.

Please complete this survey by March 9, 2022, and share the link with your friends and neighbors.  The comments received will be used to craft a final recommended concept plan to be presented for endorsement by the Parks, Recreation, and Greenway Advisory Board and City Council.

The Devereux Meadow Park site has a rich and complex history including uses as a former Minor League baseball stadium (1940’s - 1970’s), public recreational and gathering area (early to mid 20th Century), and a city maintenance facility.  Before those uses, the site was a part of larger land holdings owned by the Mordecai, Lane, and Devereux families.  It is known that John Devereux, Jr. held ownership of over many enslaved persons and held positions within the Confederacy.

As expressed in previous public comments to Raleigh Parks, the City of Raleigh is aware of issues and public concerns associated with the Devereux name.  It is the intention of Raleigh Parks, at the conclusion of the Concept Plan process later this year, to initiate a project re-naming process.  This process must be vetted and approved by City Council.
