The request would apply the Transit Overlay District (TOD) to parcels along the Southern Bus Rapid Transit route. The proposal would add the overlay district to the zoning map to various parcels on both sides of S Wilmington Street between Martin Luther King Jr Boulevard and Mechanical Boulevard but would not change underlying zoning. The Transit Overlay District encourages active, walkable, transit-oriented development near the future Bus Rapid Transit routes. - Prohibiting new car-oriented land uses like, car dealerships, car washes and repair, drive-thrus, and new low-density housing, like single family and duplex housing. However, existing uses may be maintained, repaired, rebuilt, and in some cases expanded.
- Removing vehicle parking requirements and applying a maximum of two parking spaces per residential dwelling unit.
- Allowing buildings to be taller if a portion of the additional space is used for guaranteed affordable housing units or if the building entirely contains places of employment.
- Requiring new buildings to have at least 2 stories and allowing residential areas to develop with smaller setbacks.
- Requiring an urban street and building frontage and applying the downtown plaza standards.
- Requiring tree conservation for sites greater than 4 acres instead of 2 acres and exempting development from aesthetic or perimeter buffer tree conservation requirements. Environmental tree conservation requirements would remain.
- Allowing commercial uses mid-block in Residential Mixed Use areas and removing maximum floor areas for commercial uses in Office Mixed Use and Residential Mixed Use areas.
