The request would rezone three (3) parcels totaling 31.58 acres and allow for residential, office, limited commercial retail, or combinations thereof. Commercial retail uses would be subject to use standards that restrict size and scale. Proposed zoning conditions would require any recorded plat to disclose Raleigh-Durham International Airport (RDU) noise contours; require the developer to record an easement granting RDU perpetual right of flight over the property; require new residential dwelling units be built with materials that reduce noise; and alter block perimeter standards. One of the three properties is in Wake County, in Raleigh’s extraterritorial jurisdiction (ETJ). The other two properties are in Durham County and outside of Raleigh’s ETJ, but are eligible for annexation per the Raleigh-Durham annexation agreement. This rezoning is accompanied by an annexation petition AX-44-25; annexation is required before Raleigh zoning can be applied to the Durham County properties.
