Upcoming Engagement
The next round of engagement for the Biltmore Hills Park Master Plan Update is coming up soon. An online survey will be open April 6–20, and a public meeting will be held on April 14 from 4–6 p.m. at the Biltmore Hills Community Center (2615 Fitzgerald Drive), where community members can review draft design alternatives and share feedback on the future of the park. The Biltmore Hills Park Master Plan Update will align near-term renovations funded through the 2022 Parks Bond with a long-term vision that reflects community priorities and citywide goals for health, sustainability, and environmental resilience.
Engagement will occur across four phases—Site Analysis & Initial Input, Design Alternatives, Draft Master Plan Review, and Approval—using a mix of public open houses, focus groups, event outreach, and online surveys to ensure broad participation.
The process will build on the park’s historic role as a gathering place for Southeast Raleigh and strengthen its connection to nearby parks such as Walnut Creek Wetland Park and Barwell Road Park, creating a more connected and resilient park network for the community.

A Situation Assessment is an analysis of the local context around a project, helping Raleigh Parks staff determine the best way to effectively engage the community in a collaborative process. It identifies key stakeholders, issues, and opportunities that will shape the planning process, ensuring the master plan reflects both community priorities and citywide goals.
