Review Revised Design: Harden Road - East

Welcome back! We have heard feedback from your neighborhood on the proposed safety improvement to Harden Road - East. We are excited to share the revised design. All feedback was taken into consideration while also using best practices to make sure we provide the safest option for your neighborhood. Please review the final design by 5 PM on October 16.

Why this project?

The City has identified Harden Road - East for a traffic calming project, which will improve safety for those driving, walking, and biking in your neighborhood. Our goal is safer streets for all! Your street was identified because:

  • There has been one speed-related crash in the last three years.
  • Typical driving speeds are 33 MPH (Speed limit is 25 MPH).

We have already shared education materials with neighbors and had one open comment period on proposed safety improvement. 

 

Project

Design

City staff are recommending speed cushion to slow speeding on Harden Road - East. These devices would be placed every 500 feet along Harden Road - East from Nancy Ann Drive to Myron Drive.

Below is a summary of the feedback gathered when the neighborhood was asked to react to the proposed design.

What We Heard from the Community

  1. A major concern about ensuring emergency response is not hindered.
    • Staff is recommending Speed Cushions based on this community conversation.  The vote between the Speed Hump or Speed Cushion was nearly split with nearly equal votes for each traffic calming device.
  2. Multiple neighbors expressed an interest for a neighborhood traffic circle or an allway stop at the Lionel Ln intersection.
    • Staff is not recommending the addition of either of these devices at this intersection.  A neighborhood traffic circle was evaluated but as traffic calming projects do not move curb lines, a circle would not physically fit within the existing street's footprint.  The conversion of an intersection to allway stop control is a function of the Manual for Uniform Traffic Control Devices (MUTCD), which specifies when conversions are appropriate and warranted.  A review of the volumes, intersection crashes, and site conditions do not meet the warrants for conversion.
  3. Neighbors also consistently discussed the lack of sidewalk for the eastern portion of Harden Rd in this area.
    •  Traffic calming projects are focused on slowing down drivers and reducing/eliminating speed related crashes by focusing on more tactical style treatments and staying fully within the existing street's footprint.  If you would like to learn more about sidewalks, please email activemobility@raleighnc.gov to learn more.
