5-Year Affordable Housing and Community Needs Survey
The City is gathering community input to inform the 2026-2027 Annual Action Plan, which will guide how the City uses federal and local funds to create and preserve affordable housing, address homelessness, and serve our low- and moderate-income neighborhoods over July 1st, 2026, through June 30th, 2027.
The 2026-2027 Annual Action Plan is guided by the 5-year Consolidated Plan adopted by the City Council in June 2025. The plan includes goals and objectives based on resident input and community needs assessments, such as:
Building affordable apartments for low-income residents
Grants to help people experiencing homelessness and vulnerable populations
Locating affordable housing near transit
Geographic priority areas within the City
The City of Raleigh is estimated to receive $22.5 million in federal funding over fiscal years 2026-2030, and $4.5 million in 2026-2027. Your input will help the City determine how best to spend these funds during the 2026-2027 Fiscal Year.
To access these funds, the City must submit an Annual Action Plan as an application to HUD for funding. The plan outlines how federal resources will address community needs identified through extensive feedback and data.
