Residential Permit Parking Survey
Raleigh’s Residential Permit Parking (RPP) program began in 1979 to help secure available parking for a residential community while encouraging alternative parking plans for non-residents. Generally, these programs govern the parking restriction in residential communities located near major employers, colleges, universities, medical institutions, and sports complexes. Over time, the program expanded as more neighborhoods sought similar relief, reflecting growth concerns over limited residential parking availability.
Until 2023, the program only allowed detached homes (single family). Today the program allows detached homes (single family), attached homes (two principal dwelling units on a single lot), and townhouses (horizontally integrated dwellings separated by party walls).
The City of Raleigh is evaluating its RPP program to improve accessibility, fairness, and efficiency. We are seeking your initial feedback as it is valuable in shaping draft regulatory changes to the program ahead of proposing changes to City Council on October 21.
