Review Revised Design: Hilburn Drive

Review Revised Design: Hilburn Drive

Welcome back! We have heard feedback from your neighborhood on the proposed safety improvement to Hilburn Drive. We are excited to share the revised design. All feedback was taken into consideration while also using best practices to make sure we provide the safest option for your neighborhood. Please review the final design by 5 PM on October 23.

Why this project?

The City has identified Hilburn Drive for a traffic calming project, which will improve safety for those driving, walking, and biking in your neighborhood. Our goal is safer streets for all! Your street was identified because:

  • There has been one speed-related crash in the last three years.
  • Typical driving speeds are 35 MPH (Speed limit is 25 MPH).

We have already shared education materials with neighbors and had one open comment period on proposed safety improvement.

City staff are recommending speed cushions to slow speeding on Hilburn Drive. These devices would be placed every 500 feet along Hilburn Drive from Lynn Road to Mayapple Place.

Below is a summary of the feedback gathered when the neighborhood was asked to react to the proposed design.

What We Heard from the Community

  1. There was a neighborhood discussion around not delaying emergency responses.
    • Staff is recommending Speed Cushions based on neighborhood sentiment and conversations as they minimize emergency response impacts.
  2. There was neighborhood discussion about being more targeted and focusing the devices on the southern end of the street but also a lot of concerns about impacts to surrounding streets.
    • Staff reviewed these comments and is recommending the removal of the northern most previously proposed treatment location.  Speeding peaks across the school's frontage at around 37 mph and then begins to slowly drop as it goes further north with typical speeds of 28 mph or under north of Sprague Rd.  By focusing the majority of the devices south of Sprague Rd, this project better targets the area where there is identified speed compliance issues while encouraging broad speed compliant driving behavior along the entirety of the street.
  3. There was a lot of neighborhood concern that this would create speeding issues along adjacent streets, with Pike Rd and Sprague Rd being the two most commonly named streets.
    • Staff has reviewed this request and has noted that Pike Rd will receive a project offering next year and placed Sprague Rd under active re-evaluation as it does not currently qualify for a project.
    • In further review, the Pike Rd/Sprague Rd both have the ability to act extension of Hilburn Rd out to Leesville Rd but both street have low volumes meaning non-local traffic is at a minimum.  With that, past traffic calming projects with neighborhood street set up with this connectivity do not typical have a negative impact as the street with the project effectively discourages non-local traffic from using the street and adjacent streets typically see volume reductions without any devices being needed on their street.  It is expected that this will occur with the Hilburn Dr project, but the future project and evaluation will enable us to add infrastructure in the area to better encourage that outcome.
